Laurence Roy "Roy" Cahill Jr., a distinguished leader in economic development and a dedicated public servant, passed away on June 28, 2025, at the age of 80. Known for his unwavering commitment to community growth, faith, and service, Roy leaves behind a profound legacy that has touched countless lives across New Mexico and Texas.
Born on September 7, 1944, in Wichita Falls, Texas, to Laurence Roy Cahill Sr. and Mildred "Missy" Cahill. They moved to Pampa, Tx where he was raised with a strong sense of integrity, service, and faith-principles that guided his life and work. On May 8, 1982, Roy married the love of his life, Jo Ellen, in what became a cherished partnership that spanned over four decades. He was a deeply devoted husband to his "sweetie" Jo Ellen.
Over a career spanning more than 40 years, Roy made his mark at Xcel Energy, serving in various roles from 1964 to 2005—including manager, principal of customer relations, and economic developer. His dedication extended far beyond his professional responsibilities; he was deeply involved in civic and charitable work throughout his life.
Roy served as treasurer of both the Chaves County Development Foundation and the Roswell Chamber of Commerce, and as commissioner on the City of Roswell Planning Commission. He also lent his leadership to the Pecos Valley Rotary Club as a board member.
He served faithfully as an elder at The Colonies Church of Christ, where he found joy in serving his church and community. His faith was evident in the way he lived, led, and loved those around him.
Education was a lifelong priority for Roy. He earned his Associate of Science from Amarillo College in 1974 and a Bachelor of Business Administration from West Texas A&M University in 1985. He was also certified as an economic development advisor. His insight and leadership were recognized by his appointment to the New Mexico Workforce Development Board by Governor Gary Johnson, and he served on the advisory board of Eastern New Mexico Community College.
Roy's many accolades include the Roswell Chamber of Commerce Chamber Support Award, Roosevelt County's Workhorse of the Year, Caring Citizen of the Month by the Chaves County Commission, and an Award of Appreciation from the Veterans of Foreign Wars. Among the crowning achievements of his career was the development of an economic plan that helped bring a milk plant to Portales, NM-creating critical jobs for the area.
In recognition of his remarkable service, the Mayor of Roswell proclaimed May 10, 2005, as Laurence Roy Cahill Jr. Day. His contributions earned him a place in the 58th edition of Whơ's Who in America and the prestigious Albert Nelson Marquis Lifetime Achievement Award from Marquis Who's Who.
Roy is survived by his loving wife, Jo Ellen Cahill of Amarillo, TX; his son, James Cahill of Amarillo, TX; his daughter, Cindy Johnson of Amarillo, TX; stepdaughter Sheri Hurst and husband Terry of Idalou, TX; stepdaughter Cindy Aycock and husband Brad of Lorenzo, TX; stepson Russell Bounds and wife Kay of Slaton, TX; his brother, John Cahill of Kilgore, TX; and his brother-in-law, Jack Smith. He is also survived by numerous grandchildren and great-grandchildren, all of whom brought him great joy and pride.
He was preceded in death by his father, Laurence Roy Cahill Sr.; his mother, Mildred "Missy" Cahill; and his sister, Sally Smith.
A service will be held at 2:00 p.m. on Friday, July 11, 2025, at The Colonies Church of Christ, 4500 Wesley Road, Amarillo, TX. Arrangements are under the care of Boxwell Brothers Funeral Directors of Amarillo.
