Jim was born on May 28, 1937, in Butler, Oklahoma, to Harry Wilson Payne and Erma Bartrum Payne. On February 15, 1958, he married Elsie Marie Hewkins. Together they raised two sons, James and Mark. The Paynes moved to Dumas in 1969, where they made their home until 2018, when they moved to Kingsland, Texas, to be closer to family.
Jim worked as a serviceman for Southwestern Public Service for 38 years. He also worked as a master electrician as owner of Payne Electric. Jim was an avid golfer, loved to travel, and enjoyed playing many golf courses around the country.
Jim was a very kind, generous man. He always put others and their needs before his own. He was always willing to sacrifice his time and resources to help others, even complete strangers. He was always a gentleman, polite and respectful of anyone he ever met. He was a man of integrity and honesty. He was always truthful to everyone, including himself. If he told you he was going to do something, you could always count on it being done, and being done right. The absolute most important thing to him was his family. There was never a question as to his love for his wife, his kids, grandkids, and great grandkids. Jim was a member of First Baptist Church of Dumas.

I only recently discovered the passing of Jim.
My thoughts, prayers and condolences to the family. I knew Jim for MANY years, while working with him at SPS, as a young Apprentice. Jim was an honorable man, with high integrity, a sense of humor, and a staggering knowledge of the Electric Utility profession. It was my honor to know him. Rest in peace Jim, until we meet again.
